This is actually pretty commonplace among news outlets.
How else do you think we get news of a death so quickly (often now within minutes) and in faily decent detail?

Obituaries prepared in advance are the norm; it's just that usually they're only prepared for older and/or more famous people.
When Anna Nicole Smith died there weren't detailed obituaries available right away; apparently no one had anticipated her demise.
