"The Baltimore City Council voted Monday to allow bars and restaurants in some of the city's trendiest neighborhoods to hire bands, singers and other performers, overturning a decades-old prohibition that City Council President Stephanie C. Rawlings-Blake says has stifled nightlife in town."http://www.baltimoresun.com/news/maryland/baltimore-city/bal-md.ci.live27oct27,0,4607385.story

Sadly, that's probably about what it would amount to. That and very lame 1 or 2 guys and acoustic guitar types. The annoying kind.
Then again, Baltimore has been surprising me in the past couple years with some of it's offerings; so, you never know.

It is good news for local and traveing artists/bands. Never know, James, it could be good for you too. It might take time, but a place could end up being similar to Iota, or similar to the bars in Austin. Where, yes, some local mediocre bands play, but never know a gem might pop up.
