I always give a compliment when I notice something that looks especially good – either someone's watch or hair or a great tie or fabulous purse. I think it's awesome to give a warm fuzzy because it's genuine, and they know it – I don't know them, and am just admiring their taste. If you admire it, let 'em know. Makes people feel good.
I don't tend to give those general, "you're so handsome" compliments.

I agree with Bags, a compliment is always welcome, unless it's obviously an insincere pick-up attempt.
I guess my point was that if a woman is beautiful by societies standards, she is going to get complimented on how beautiful she is so many times that she is going to get tired of it.
If I had told my wife how beautiful she was right off, she probably wouldn't have taken me very seriously…just thought I was another typical Maxim inspired cheeseball nerd who places too much emphasis on looks.
My point was compliment their taste, or compliment their intellect….especially if you're complimenting a woman already deemed beautiful by societies standards…that will make you stand out more than all the other nerds who tell her the same thing.
