the same can be said about any school other than Harvard, Yale, and Princeton (maybe Stanford, MIT and CalTech as well)

most top schools have a file on high schools (from kids who applied in the past from that school and just general knowledge) and understand their curve and the level of competitiveness at the high school … and with class rank, grades don't really matter
Yes, but this is especially true of UPenn because it is a second-tier Ivy. A top-notch midwestern school does not have the problem to the same degree.

Class rank has been dropped by a lot of schools (including many in Fairfax County). Presumably because it causes "trauma" on the poor children.

Yeah, my high school (B-CC in Montgomery County, doesn't rank. In fact, I think all of Montgomery County follows a top such and such percent of the class policy, rather than rankings. I think it is a good thing. Schools like B-CC and Whitman are already college obsessed, populated with crazy students and even crazier parents. Right now, kids are trying to figure out who our valedictorian would be if we had one. It's sick.

purely based on music i'd say upenn as it will be easier to get to shows as you are already in the city. northwestern is out in evanston, so you'd probably only be in chicago proper on the weekends. starhill in cville is nice, but doesn't get most of the shows that dc gets.

penn is in the city, but like bags said, its in the hood. some parts of west philly make pg county look like fairfax county.
