Everytime I go to a show at the 9:30 club, I see VIP sections, yet never see VIP tix for sale…Are these like contest giveaways only or press/people related to the band?!?

That section's function changes every night, for instance some nights it is a general admission area and open to everyone. However, it is generally reserved for people associated with the band.
