What are the taping policies for Damien Rice and then for Ryan Adams? I would use a mini-disc recorder with a single, but stereo, mike.

Don't know about Ryan Adams yet but for Damien Rice non professional audio taping will be allowed. This means your mini disc will be fine as long as your mic is on your person and not mounted to any kind of stand and doesn't impede anyone's enjoyment of the show.

Audio taping is ok tonight. no video taping though.
