hmm, how many people actually have sex to procreate? Sex, drinking, and smoking, are all to some extent driven by inner compulsions that are a part of being human. You can control unsafe behavior but there will always be a certain percentage of the population who will be at risk. So it still comes down to either "it's their fault, they deserve to die," or an approach that's a little more compassionate. In either the case of lung cancer or HIV, we're talking about millions of people. I don't really think it comes down to prevention vs. treatment. We need to have both.
