As far as I know these are quotes from the one and only Andy Rooney. Boy scouts have a purpose, a meaning.. Not something given to a less qualified person because he or she's skin color.

How does BET give something to a "less qualified person" – it's simply a specialized network. So how is that different from boy scouts? Boy Scouts is specialized for (1) boys of (2) certain age groups.
