the chili peppers have already been confirmed the headliners.
and in fact, with the Raconteurs, Lips and Peppers confirmed, i would only look for some extra second tier bands to be added today.
Are The Who second tier?

V Fest Lineup Announcement Postponed?
TUL has just received word that the official lineup announcement for Virgin Fest has been pushed back to a later date TBD due to ongoing negotiations with another headliner. Could it be The Who, perhaps?
The announcement scheduled for Monday has been moved while we finish up negotiations with another headlining act. Stay tuned

It would be cool and all, but I'm kind of hoping The Who don't play. I imagine ticket prices will be substantially higher if The Who are playing.
If The Who are there, do you think Jack White and Pete Townshend will go head to head in a
guitar battle? OK, now that I would like to see!

I don't have the inside tract on this one but just a thought based on how promoters and record lables think…
Roger Waters is playing at Nissan on the very same day. Both Roger Waters and The Who would tend to attract basically a bulk of the same audience; or you could say, will compete with the same fans. Maybe that's the issue at hand if The Who are at the center of this delay. The Roger Waters tickets are extremely expensive so I highly doubt that they would want to stop any potential sales by anyone on the fence opting for the (hopefully) more affordable show if any of the same businesses are involved. If not, they just might not want to lose sales for one over the other regardless. Numbers count.
This may not be the issue but I'm sure will be a big consideration for some fans if The Who are on the bill.

Different Promoters. But some crowd overlap.

That pretty much makes the "V" Voodoo North as the leaked bands/confirmations are pretty much lining up along the lines of the New Orleans festival about a month later…not such a good thing….as unlikely as a festival with "acts not playing anywhere else." seems at face value, I was hoping they were going to load up a Virgin airliner and bring over a bunch of Brits (bands) that wouldn't normally be able to make the trip over outside of SXSW…

That would indeed be a beautiful thing…but also not likely. *sigh*

Exactly. But not at something for 75000 people with the RHCP headlining.

given pete's arrested record, i doubt he'd ever get a visa to enter the us for a tour…
