I have not seen it, but the relative lack of coverage from review sites that cover Prestige/mid-reputable TV pretty much tells one it is not.
Again, "prestige" doesn't mean good. There is terrible prestige television (e. g. The Killing, Penny Dreadful, etc) and fantastic pulp television. Continuum could be fabulous.
