But maybe it has more to do with legalization in MD?

Ledo Pizza was born in Ledo Restaurant in Adelphi. The restaurant moved to College Park in 2010. It closed in 2020. A Ledo Pizza franchisee reopened it a year later as Ledo Pizza with a more pizza-focused menu.
