Why did you leave this part out?
The Bush administration has opposed timetables for troop withdrawals. But al-Maliki and President Bush last week agreed to a "general time horizon for meeting aspirational goals" on troop cuts.

In a speech at the National Defense University, Bush said more
troops may be withdrawn in the first half of 2009 if conditions
improve. But that decision will soon be up to his successor.

there is no substantive difference between the two, at least with regards to negotiations, that's why they are called negotiations.
i don't disagree that a lot of this is going to be left with the next administration, but to say that there haven't been any negotiations on troop withdrawal is simply wrong. the NYP op-ed was very clearly referring to when obama was in iraq and negotiations on the future of u.s. troops in iraq were being discussed.

Would it make you feel better if I said "serious negotiations"? "Aspirational goals" doesn't mean crap and you know it.
8000 troops of a force of 146,000 is likely a number consistent with those that would not be able to serve a third term of duty. I'm sure the rate of term retention is substanially more than the ~ 6% that is being discussed here.

In fact, Obama had told the Iraqis that they should not rush through a "Strategic Framework Agreement" governing the future of US forces until after President George W. Bush leaves office, she said.
Ok, so we are left, again, with nuances as to what is really being discussed. so, obama told the iraqis not to do something, be it this stragetic framework agreement or negotiations for a withdrawal. doesn't the framework agreement have to be based on some idea of a withdrawal? i think both could be telling the truth, at least from their own perpsectives. in any event, it still shows obama interfering with the ability of the current president to make progress on the future of u.s. involvement in iraq.

I love how this election is turning out exactly as I called it with Barack "Paper Tiger" Obama – the professional campaigner who has spent more time running for offices over the last 15 years then actually accomplishing anything as he uses the backs of his constituents as stepping stones – getting revealed as the naked emperor he is. At this rate, McCain could take 310 electoral votes against such an unelectable, ideologically divisive, impotent charlatan.
I'm basically dusting off the Hillary signs in anticipation for 2012 at this point. (If the Clintons feel like bailing the Democratic Party out after their primary-season adultery, that is.)
