I know it has a little to do with Cuba as that was a breading ground for baseball teams in thee 50s, and those coaches moved to the DR

baseball isn't part of haitian culture. they've been playing baseball in the DR for ~150 years, they have leagues, baseball academies, etc. similar reason why a plurality of hockey players come from canada (~43% of the NHL), despite being a tenth the size of the US (~27%).
there is also a momentum thing. once a type of athlete becomes a successful export, domestic resources will align to produce more of that export.
