i feel like you are both dancing around the issue: these government services are only needed by a minority, AKA for most folks it won't affect them so they can afford to not care.  it's easy to say "fuck those hurricane victims" when you aren't a hurricane victim.  should you become one, well, too bad… no one will hear you, you'll be part of the minority that everyone else says "fuck you" to.
