Lots of places do this (issue a "denial of entry" or similar to individuals who show themselves to be a threat or nuisance). It's very difficult to directly enforce but violators can be legally charged with trespassing, or possibly worse depending on the conditions of the denial. If the WMATA jurisdictions wanted to put some teeth into it, they could enact anti-trespassing laws that embellish sentences for those found guilty of violating a denial of entry order (and perhaps they already do).
