Ok..so that is the part of the rule I was shaky on…and that makes sense
I just look at the ariel shot and he is clearly in front of the last defender…but it's when the ball is already in the air

because he hand-balled it into the net.  changing the call to a penalty kick would have benefitted the mexicans, which wouldn't make sense… they were the ones in the wrong.
