This is the equivalent of me saying "The Detroit Free-Press has declared Biden the winner of Michigan" or "The Richmond Times-Dispatch has declared Biden the winner of Virginia."

For what it's worth, I think they're right. 
 
The only significant numbers of votes outstanding are in Wayne and Kalamazoo, which lean (in one case, heavily) Dem with no way for Trump to make up the 38,000 votes he's behind.  The gap will likely increase.

This is a possibility.  Team Trump has filed a suit to stop the count, which can only be an attempt to keep the percentage with in the recount threshold.

Unless I am mistaken, there is no paid recount threshold in MI.
