Haven't seen him in 18 years but he delivered. His F St. shows were some of the best I saw there.

what does this mean exactly?  Will it be possible to buy more than 1 ticket? is this just saying that once you pick up the tickets, all of you have to enter the venue at the same time?

yes, you can buy more than 1 ticket (up to whatever the maximum allowed - 4, 8, whatever).  and yes to the second part: you and your guest(s) have to walk up to will call together, purchaser must show ID and all of you must immediately enter the venue.  you or your guests are not allowed to pick up the tickets and then walk away with tickets in hand.  essentially, don't line up for will call until you're ready to be seated (or at least hang out inside the lincoln).
is not the lincoln theatre closing?  i have been waiting to hear "cool acts" hustling up to play there.  i refuse to google jeff mangum (oops), but i seem to remember his name around here . . . and that he is important.

As much as I'm into avant-garde and indie nowadays, I have yet to hear it either. In 1998 I was still a classical buyer for Tower. I listened to WRNR instead of HFS (RNR's slide was accelerating, HFS was already unlistenable yet, surprisingly, not at its nadir). Of course, HFS ignored it, too. I don't remember the kids talking about it. And looking at Wikipedia's 1998 in music article, it doesn't appear that I missed much else.
I never went goo goo ga ga for Neutral Milk Hotel and I saw them once in the 90's.  They were eh  ;D
Wonder if these tickets will go as instantaneously as the Baltimore show tickets did.

it'll be fast, but doubtful as fast as b'more.  that show was something of a one-off, people from DC and philly traveled for it.  the upcoming DC show is part of a tour, it's one of many… no need to travel.

Not sure as to how many the Lincoln holds. You are probably right, though seeing as they clearly capped attendance at the church so that it would not be hard to move in there.
