Those aren't real pictures of the bands listed. I searched for homemade instrument band, hobo band, and homeless band for the images.

To be fair, it's one of those neighborhoods where public services workers only show up if they feel like it. Might want to put on your kelvar vest and go check on him yourself if you're legitimately concerned. . .
